Should citations from some journals count more?

Weights multiply each publication’s citation count. They do not change publication counts. The h-index of selected publications always uses unweighted citations.

How should individual academics be compared?

Use the selected publications and citation source to measure each academic. These are individual results; no department scoring formula is applied.
